The Philippines is one of the most urbanized countries in the world with about 50% of
the population living in urban areas. The urbanization rate is expected to increase to 65%
in the next twenty years. The rapid increase of urban population without the corresponding
urban services has resulted in environmental degradation, traffic congestion, lack of
housing and limited access to basic utilities.
The recent passage of the Local Government Code (LGC) of 1991 placed local government
units (LGUs) at the forefront of arresting these, and other adverse impacts of
urbanization. The World Bank supports the LGUs efforts to combat urban poverty
through projects that strengthen their capacity to plan, finance, and expand the coverage
and efficiency of urban services, improve urban governance, and promote environmental
restoration and clean-up.
