Education Project
Third Elementary Education Project (TEEP)
What is TEEP?
TEEP stands for Third Elementary Education Project. It is the Flagship
project of the Department of Education (DepEd) in response to the
Social Reform Agenda (SRA) initiatives of the Government. The project
provides technical and financial assistance to LGUs in the construction
and rehabilitation of school buildings in 22 depressed provinces
of the country. Seventeen (17) of these were identified by the SRA,
while the other five (5) were chosen by the Presidential Commission
to Fight Poverty. These include:
In LUZON: Kalinga, Apayao, Abra, Batanes, Mountain Province, Ifugao,
Benguet, Aurora, Masbate
In VISAYAS: Antique, Negros Oriental, Romblon, Capiz, Eastern Samar,
Leyte, Southern Leyte, Biliran, Guimaras
In MINDANAO: Agusan del Sur, Surigao del Sur, North Cotabato, Zamboanga
del Sur
This project is jointly funded by the World Bank and the Japan
Bank for International Cooperation
Objectives
TEEP's overall aspiration is to improve the quality of and access
to elementary education, with the particular objectives of:
- Strengthening the capacity of DepEd to deliver elementary
education more effectively;
- Improving pupil participation, learning achievement and reducing
dropout rate; and
- Actively involving the community and local government units.
Special Features of TEEP
These features are:
- Decentralization and school empowerment
- Local educational planning and management
- School improvement and innovation facility
- Adequate textbooks and instructional materials
- Needs-based training for teachers, principals and supervisors
- Local school construction and equipment
- Multi-grade program
- Partnership with stakeholders
Project Components
The project consists of three main component groups:
- Civil works, which includes the construction and rehabilitation
of classrooms and division offices
- Educational development, encompassing INSET, SIIF, Student
Assessment, textbooks and instructional materials
- Finance and administration, including procurement, financial
management, MIS and project management
Project Management
Under the project:
- The DepEd Secretary shall serve as Project Director to be
assisted by the four undersecretaries as Deputy Project Directors
- The CPISU (Central Project Implementation Support Unit) shall
be reorganized to fit the simplified project component coordination
- A full-time Project Manager shall be designated to handle
day-to-day operations in tandem with the Project Implementation
Consultants Team (PICOT)
- The Regional Offices will have a defined role in providing
technical assistance to divisions and in monitoring and evaluation
- The current DPISU (Division Project Implementation Support
Unit) shall be maintained with the Schools Division Superintendent
acting as the local TEEP Project Manager
